SCOPA does
U-turn on Human Settlements HOD
The Select
Committee on Public Accounts (SCOPA) in the Mpumalanga Provincial Legislature
has done an about-turn on the recommended action against former Human
Settlements HOD, David Dube.
SCOPA yesterday issued its final report on the maladministration in
the Department of Human Settlements for the 2012/13 financial year. (Click here
to view the report) The final report is a watered down version of the original
draft report and places most of the blame on senior management instead of the
accounting officer for that period, David Dube.
The DA believes that the watered down report indicates the
disregard which ANC MPL’s have for the role and function of the SCOPA
committee. The serious nature of the infringements by the former HOD of
Human Settlements, David Dube, warrants a much stronger approach.
The DA strongly objects to the fact that yet another report which
tabled before the house and approved by an ANC majority will see yet another
ANC comrade escaping accountability.
Wording in the report such as; “The
Executive Authority must consider taking disciplinary actions” leaves a huge loophole for Premier
Mabuza to sidestep taking any action against Dube. All that is required
according to SCOPA is that the Executive Authority “considers” the step. The
deployment of Dube to the Provincial Legislature (as deputy speaker) is
evidence that the Premier does not consider taking action against him
seriously.
The role of SCOPA to “ensure accountability utilization of
resources and prudent financial management” cannot be taken seriously when they
do not have the backbone required to see it through.
