Lack of good governance equals
services delivery challenges, says MEC Kholwane

The MEC for Finance, Economic Development and Tourism, Mr Sikhumbuzo Eric
Kholwane has urged the financial specialists and advisors to assist the public
institutions to entrench the good financial governance practices in service
delivery programmes.
He
shared the sentiment with the Municipal Finance officials who deployed to
assist the municipalities on the implementation of financial management reforms
on Friday, 13 June 2014.
MEC
Kholwane said the quality of services only be improved if the public
institutions focus on improving compliance with good corporate governance
practices.
“There
is a link between the quality of services and the availability of credible
systems for or adherence to good corporate governance practices by the
institutions.
“If
we want to improve service delivery, we must first institutionalize corporate
governance as a critical component of service delivery programmes, said MEC
Kholwane.
MEC
said the norms and standards for financial management are just a reminder to
the officials to guide them in focusing on doing the right things when carrying
out their duties.
The
Department has increased the number of municipal finance specialists; and MEC
Kholwane wants the nature and pace of support to accelerated so as to achieve
the desired financial maturity in all provincial public institutions.
He
emphasized that if need be, the specialists must not leave the municipalities
before they achieve their goals in accordance with the stated mandate.
“We
need to take responsibility for achievement of our mandate.
“Our
interventions programmes that are aimed to assist the municipalities must yield
the desired positive outcomes.
“We
should look at strengthen the support capacity if we are to leave a lasting
solution in the areas in which the municipalities were found to be lacking such
as budgeting and expenditure controls, said MEC Kholwane.
