Managers to stay away from the tenders

Mpumalanga Premier David Mabuza has warned members of the executive, mayors and senior managers in the province to stay away from being involved in the tender processes.

Speaking on the last day of the provincial senior management summit held in White River in Mbombela on Friday [28 November 2014], Premier Mabuza said the involvement of the politicians and senior management in the tender processes was killing the efforts of sustaining the small business.

“These quotations for tenders are milking the government, government’s resources end up not going in the right way. These resources are meant to deal with the problem of unemployment and empowerment for small business. Out of these tenders there is a lot of corruption, therefore for the politicians to be involved in the quotations means that we are deliberately killing the efforts of small business,” said Mabuza.

The Premier added that he had taken a decision that there would be consequences for senior managers who delayed payment of the services providers within 30 days after the service had been rendered to government.

He said for politicians to demand things to go their way created friction between themselves and senior managers in government. He added that the administrators however had a responsibility to educate the politicians on administrative matters.

“The shortcoming on some of the politicians is that we are not knowledgeable, we are just lay people who are on leadership positions because we are voted by the people. There are some political leaders who refuse to learn, some are lazy to think, they can only shout at the people below them and become arrogant. As politicians, we must learn and create time to read, we must be knowledgeable about our environment, and otherwise the institutions we are leading are just leaderless.

“As for the administrators, they should not derive pleasure if their political principals are blank on administrative matters, they should help them understand because nobody was born knowing everything. They should not rejoice on our shortcomings, whether that person is a fool, just humble yourself before the fool, because that fool is there for a reason,” said Mabuza.

He explained that the problem with the administrators was that they spent a lot of time unpacking the problem and how better they understood it whereas the politicians dealt with it politically. He said South Africa needed to shift from understanding the problem to dealing with it.  
“If we could be able to deal with this we can be able to turn the corner. It has been said many times that as this government we are lacking on the implementation front, this means there is no huge impact that we are making,” said Mabuza.

Mabuza added that he had been intervening and mediating on leadership matters between the members of the executive and their heads of the departments, and between the mayors and their municipal managers on a number of occasions. He had established that on many occasions the conflict was as a result of the leaders who wanted to make things happen the way they wanted.

“There is no mercy for the leaders who are ignorant. It is a reality that not all of us can be the leaders, however we have different leadership responsibilities. As leaders we are required to develop an ability to lead, plan and inspire those around us. We must have a positive attitude, as this will always help us to focus on doing the right things,” said Mabuza.

As a way forward after a three-day summit, the Premier, mayors and the heads of department subsequently signed a citizens’ charter thereby
committing themselves that they would ensure the provision of services to the public according to the highest possible standards.

They committed themselves that they will uphold the rights of all residents in accordance with the principles of transparency, integrity, honesty, fairness and in accordance with the Constitution of the Republic of South Africa and the law.


They undertook to do all in government’s power to ensure that the public service system was responsive to the expectations, needs and aspirations of the residents. They undertook to promote and enforce good governance and to ensure that the civil servants always acted and behaved in a manner that enhanced the right of every resident to a better life.

The Minister of Trade and Industry, Dr Rob Davies today announced that negotiations for the third National Lottery Licence successfully concluded with Ithuba Holdings (Pty) Ltd.  As a result, Minister Davies has awarded the Licence to conduct the 3rd National Lottery to Ithuba in terms of section 13(1) of the Lotteries Act, 1997. National Lottery Lisence previously held by Uthingo and Gidani respectively.

Minister Davies is pleased that the negotiation process completed within November 2014, as set out in his press statement of 23 October 2014.

The decision made after consultation with the National Lotteries Board.  Ithuba is to commence operating the Lottery on 1 June 2015.

At this stage, Minister Davies is unable to provide further details regarding his decision as Gidani (Pty) Ltd, the current Lottery operator, has taken him to Court to challenge his decision to select Ithuba as the preferred applicant.  Details of these proceedings will be available once the documents presented in open Court.


Minister Davies is hopeful that the matter will be resolved speedily and with the least disruption to the operation of the Lottery.

STATEMENT BY THE MINISTER OF TRADE AND INDUSTRY DR ROB DAVIES ON THE OUTGOING STATE VISIT BY PRESIDENT ZUMA TO THE PEOPLE’S REPUBLIC OF CHINA

The President of the Republic of South Africa Mr Jacob Zuma and the President of the People’s Republic of China Mr Xi Jingpin will meet next month in Beijing, China, and exchange views strengthening bilateral trade and investment relations between the two countries.

The total trade between South Africa and China experienced an upward trajectory since 2008, growing from R121 billion to R271 billion by the end of 2013. Since 2009, China has been our number one trading partner globally and in Asia. However, the trade balance has been in favour of China since 2008 due to the composition of trade between the two countries where South Africa exports primary products and commodities to China, whilst importing manufactured and high-tech products from China. The composition of trade remains a concern for South Africa and there are measures underway to increase South Africa’s exports of manufactured products to China, such as the SA expo in China held annually since 2011. China has also undertaken to support South African initiatives aimed at promoting value-added products in China, including encouraging procurement missions to visit South Africa and source value added products starting from 2015.

With regard to investment, a total of 11 South African companies are investing in China with a capital expenditure of R51.8 billion between January 2003 and September 2014, and are investing in a range of sectors such as consumer products, industrial machinery, minerals, business services, chemicals to name but a few. A total of 39 Chinese companies are investing in South Africa with a capital expenditure of R14.7 billion between January 2003 and September 2014.  Chinese investments are mainly in automotive (FAW), metals (Sinosteel), building and construction sectors (Jingdong). China is also considering investing in processing of agricultural products (i.e. macadamia nuts and soya beans).

South Africa sees value in enhancing its relations with China so as to take advantage of new trade and investment opportunities in rapidly growing emerging markets. The two countries continue to work together to further South-to-South cooperation and tackle global challenges both within BRICS and on the multilateral front.

On Human Resource Development, China will continue to provide capacity building to South African experts in the field of Special Economic Zones (SEZs), Clothing and Textiles, and young entrepreneurs.

A South Africa-China Business Forum be held on 5 December 2014. Approximately 100 South African companies operating in sectors such as finance, infrastructure, energy, manufacturing and mining and capital equipment will participate. Approximately 150 Chinese enterprises will attend the Business Forum. The Business Forum will be utilised as a platform for engagement between the South African and Chinese business entities to deliberate on issues related to cooperation in the following sectors: finance, energy, manufacturing and mining and capital equipment. The expectation is that numerous deals concluded as a result of the interaction at the afore-mentioned platform.

The State Visit is taking place after the dti organised our yearly South Africa Expos in China last month in Hong Kong, Shenzhen, Chengdu, Shanghai and Beijing. The Expos are amongst others aimed to:

•            Raise the profile of and improve an understanding and appreciation of South Africa in China;
•            Establish balanced bilateral trade and investment flows;
•            Cultivate an environment that creates multi-sectoral relations towards realizing our goals identified in our bilateral agreements; and
•            Promote engagements with Two-Tier provinces with the aim of enhancing economic growth.

In order to successfully achieve this task, we organised more than 50 South African companies in the Mining and Metals beneficiation, Capital equipment, ICT & Electronics, Agro-processing and Automotives and components to participate in the exhibitions. The event also aimed to attract foreign direct investment in the following sectors: Mining and beneficiation, renewable energy, Infrastructure, Oil and gas, ICT and Electronics, Capital projects, Transport as well as Agro processing.

According to report back questionnaires received from participants, on the spot export sales generated at the event were approximately R1.2 million. Collective expected future sales as a result of participation and trade leads are expected to surpass R380 million. Trade leads received by participants during the Showcase were 330.

Beside government to government MoUs, several commercial MoUs are expected to be signed at the Business Forum focusing amongst others on media, banking, and technology. The signing of the agreements will strengthen the trade and investment bilateral relationship between South Africa and the People’s Republic of China.

The Deputy Minister of Small Business Development, Ms Elizabeth Thabethe has urged exiting businesses and potential entrepreneurs in Kamaqhekeza to formalise and register their businesses so that they can be able to access opportunities that government offers. The Deputy Minister was speaking at an outreach programme that aimed at raising awareness on programmes offered by the Department of Small Business Development and government development agencies towards self-employment and entrepreneurship in Kamaqhekeza, Mpumalanga.

She also cautioned the community to abstain from using the services of self-appointed agents that often charge exorbitant fees for services that are otherwise reasonable.

“I wish to stress the point that government has got no agents in its employ. In instances where you cannot reach us because we are a national department, you must approach the Small Enterprise Development Agency offices located in your regions. They are well equipped to furnish your every need when it comes to the development of small businesses,” she said.

In addition, Thabethe said it pains her to hear that people have paid more than one-hundred and seventy-five rands to register a business as that is the cost presently.

“If you have been asked to pay anything more than that, you must know that you are being ripped-off and you must refuse to fall for such unfair practices,” exclaimed Thabethe.


“It gives me great pleasure to see the community of Kamaqhekeza showing so much interest in what we are offering as a government. I believe this platform will empower you and leave a lasting legacy. We are saying to you, information is knowledge and knowledge is power,” said Thabethe.

The withdrawal of domestic violence cases was among others contributing factors of abuse on women and children, this is according to Mpumalanga Community Safety, Security and Liaison MEC Vusi Shongwe.

Shongwe said that those who report cases of abuse and later withdraw them should be arrested. He says this has an impact on the South African Police Service (SAPS) as resources and time is devoted to thoroughly investigate these cases.

The MEC said this encourages the perpetrators to perpetually abuse women and children as they know that the cases against them would be withdrawn by their victims, while crime statistics would also continue to show an increase on this category of crime.

Shongwe was speaking during the provincial launch of the 16 Days of Activism for No Violence Against Women and Children held in Thembisile Hani Local Municipality yesterday [29 November 2014].

In his address, Shongwe told thousands of people who attended the event that women must stop protecting perpetrators of abuse just because they are breadwinners.

“All cases should be reported because police would not know when people are abused in their houses, unless reported at the relevant authorities. It is the duty of the victim to present reliable information to the police so that the perpetrator is prosecuted and we stop him from harming more people,” said Shongwe.

He added that parents must protect their girl children from underage drinking as this expose them to abuse and rape by the men who buy them alcohol in taverns and that taverns that do not comply with regulations, in particular those allowing underage youth in their premises be closed down.




Shongwe further emphasized that although government promotes equality amongst men and women; women must not abuse their rights, they must continue to respect other people.

Speaking at the same event was Mpumalanga Acting Provincial Commissioner, Major General Meshack Nogwanya who said that according to their records, a lot of cases of abuse where caused as a results of alcohol.

According to Nogwanya, during this Festive Season police will raid taverns to ensure that the operators are authorised to operate and that they comply with their operating licenses.

“I have ordered police in the province to permanently close down all non complying taverns. We are declaring a war against them and also to those who own scrap yards dealing with stolen vehicles. We will also monitor all ports of entry in the province to make certain that no illegal goods such as drugs are smuggled into the province,” he said.

Nogwanya later assured the community that all corrupt police officers will be flushed out of the police service as they dent the image of good policing.

Meanwhile, Mpumalanga Chairperson of Traditional Leaders, Kgoshi Lameck Mokoena said that men must not use tradition to perpetrate abuse.

He said that as traditional leaders, they discourage “ukuthwala” [marrying a woman forcefully] as it promotes gender based violence.

He also assured the MEC that traditional leaders support initiatives to fight crime and domestic violence in communities.

THREE PAKISTANI NATIONALS BUSTED FOR MURDER
ERMELO - Three Pakistani nationals aged between 21 and 35, nabbed for allegedly stabbing and killing a 31-year-old man, Tariq Rashid Mohamed believed to be from Bangladesh.
The suspects nabbed shortly after police received a complaint regarding a fight that had taken place in a certain company in Ermelo, yesterday, 27 November 2014, at approximately 15:30. When police arrived at the scene, they informed that the suspects had been engaged in a fight with the victim who already rushed to hospital as he stabbed in the process. The suspects were then taken in for further investigation.
Police also went to the hospital in Ermelo, where they found the victim who was certified dead shortly on their arrival with multiple stab wounds on his chest, head and back. A case of murder then opened against the suspects.
The suspects are due to appear before the Ermelo Magistrate’s Court on Monday, the 1st of December 2014.

HIV/Aids - We are all responsible

December is an opportunity for people worldwide to unite in the response against HIV/AIDS, show our support for people living with HIV/AIDS and to commemorate people who have passed on due to this epidemic.

There’s no doubt that more still needs be done.  South Africa has come a long way and we have a long a way to go.

Just last month, government launched Operation Phakisa, which primarily aimed to ensure:

·         Our health facilities provide quality health care
·         Eliminate long waiting hours
·         Deal with rude and uncaring health workers
·         Eliminate late delivery or unavailability of medication, especially essential medication.

Treat our health workers need to understand that all people who visit our health facilities with dignity, irrespective of their background or social status.

It is the Democratic Alliance’s belief that only when each and every South African knows their health status, we will then be able to win the fight against HIV.

South Africa has adopted the National Development Plan as its blue print for the next 30 years. In Mpumalanga there are so many NGO’s and NPO’s at local level, aiming to improve treatment and support programmes for persons living with HIV/AIDS in their communities. However their work is challenged when government and business does not support these organisations financially or even supply the Home Based care facilities with the basic equipment and things such as latex gloves, etc. This places an unimaginable burden on those who want to help those infected and affected by the pandemic.


We must continue this fight.  This fight needs all of us to work together with NGO’s, NPO’s, civil society and individuals who are either infected or affected, only then can Mpumalanga, South Africa, Africa and the world be HIV/AIDS Free. To Millions of South Africans who have embraced life despite their HIV status, The DA salutes you all!

SENIOR LEGAL ADVISER KILLED, SUSPECT SOUGHT
Standerton - Police are looking for any information that could lead to the arrest of perpetrator(s) who shot and killed a 47-year-old Senior Legal Adviser for the Lekwa Municipality in Standerton, Yandisa Marongo.
Marongo’s body was found on the R50 Road between Leandra and Standerton on Monday, 18 November 2014. Information at police disposal revealed that the victim was last seen on the 11th of November 2014.
Following the discovery of his body, a post-mortem was conducted on Monday 24 November 2014, to determine the cause of death and it revealed that Marongo was shot on the head.
 Police further uncovered that his cellphones, Samsung Laptop and Sony sound system were missing from his house. His vehicle, a blue Audi A4 TDi, with registration number DH17RF GP is also missing.
A case of murder has been opened for investigation. Police urge any person with information that may lead to the arrest of the perpetrator(s) to contact Detective Constable Duma Mkhwanazi at 072 856 9040.

MEC Shongwe says Mpumalanga ready for the Festive Season

Mpumalanga MEC for Community Safety, Security and Liaison Vusi Shongwe has indicated that the province is ready for the forthcoming Festive Season saying that he will fully support all law enforcement operations in the province throughout the holiday period.

Shongwe was speaking during a meeting with SAPS Management in the province led by Acting Provincial Meshack Nogwanya. The meeting was held in Nelspruit on Tuesday 26 November 2014.

The MEC called on the police to work hard to ensure that all perpetrators of crime are brought to book during the Festive Season. He said that there is no room for corruption and that he would never support dishonest police officers calling on the Acting Commissioner to act decisively against those who are caught on the wrong side of the law.

Last week MEC Shongwe was also briefed by Nogwanya and his team about their plans for the Festive Season. At the meeting it emerged that SAPS in the province has brought to book over 670 suspects linked to crimes such as murder, attempted murder, car hijacking, truck hijacking, cash-in transits heists, bank robberies and others since 14 November 2014.

The arrests are mainly as a result of an intervention by a team of detectives from the SAPS Headquarters in Pretoria who have studied substantial number of dockets from SAPS. The detectives have visited both KwaZulu Natal and Gauteng provinces in order to determine progress regarding all registered dockets.

Shongwe has applauded the police saying that they were an indication that indeed the province was ready for the holiday season. He also added that the development augers well for crime prevention in the province stating that it would also improve communities’ confidence in the police’s ability to combat crime.

He also added that the arresting of dangerous suspects is a clear indication of government’s zero tolerance to criminality. The MEC said: “these arrests will bolster our efforts to mobilize communities to work with the police in the fight against crime. We are indeed encouraged by our men and women in blue and we therefore also appeal to community members to come forward and tell the police if they see any mischief in their communities. We will not rest but we will ensure that our people have peaceful and crime-free holidays with their loved ones.

The MEC was further briefed about the extensive plans that SAPS and other law enforcement agencies would embark on during the holiday period to ensure that the residents and visitors to the province were safe.

At the same meeting the MEC was also told about planned activities for the holidays to deal with expected increase in crime levels. He has further called on all law enforcement agencies to work even harder to ensure that communities are safe in their homes and on the road during the period.

The activities among others include raiding of liquor outlets, roadblocks, border operations, stops and searches and other operations aimed at bringing even more crime suspects to book while ensuring that there is general safety and security.

He also added that all components of SAPS will be fully supported by the department including Tactical Response Team (TRT) which is expected to form an integral part of activities such Overall Friday Programmes.

He has further expressed his satisfaction regarding the department’s preparations for the forthcoming holidays saying that stakeholders need to increase their levels of co-operation to ensure that holiday makers arrive safely wherever they will be going.

On the other hand the MEC has welcomed the successes recorded by Provincial traffic officers following the discontinuation of 213 vehicles for not being roadworthy. A further 347 vehicles were also impounded in normal day to day operations across various provincial roads.


Another motorist was nabbed for excessive speeding while driving at 216 kilometres per hour on N3 between Balfour and Grootvlei.

The Discovery Health sports heroes walk against HIV&AIDS (SHWAA) entered its 3rd day with the 5 km walk from Msukaligwa municipal offices to Mpumalanga stadium in Wesselton in Ermelo. Mr Sibusiso Sodo, a sport hero known for his famous skipping tactics was part of the walk that saw participation of Msukaligwa executive mayor Mr Sipho Bongwa and local councillors. The main aim of the walk is to raise awareness about the disease and to destigmatize HIV &AIDS. Today’s walk also saw the elderly people joining in reaching the finishing line with enthusiasm.  

The finishing line was at the Mpumalanga Stadium in Wesselton, where participants welcomed and awarded with medals for their perseverance and commitment by the sports heroes. “You should abstain, behave and condomise,” said Ms Natasha Dos Santos the current Miss Mpumalanga as she welcomed the participants who finished the walk.

 Furthermore participants were encouraged to test for HIV&AIDS in the Right to Care Mobile Clinics and further awarded with a special medal for agreeing to test. At the stadium people offered public health services like screening for diabetes, high blood pressure and health advice on cervical cancer.  Other stakeholders who participated on the day were Eskom, Gambling Board and Love Life.

Seeing the plight and challenge faced by rural girls during their menstrual period, the Mpumalanga Provincial Legislature donated sanitary towels to the representatives of the following schools: Lindile High School, Kwadela High School, Umzimvelo High School, Masizakhe High School and Lake Chrissie High School. These done to ensure school girls do not miss school due to lack of sanitary towels.

 The Department of Culture, Sport and Recreation donated soccer kits, netball and volley ball kits. Other recipients of sporting gears included Flamingos, Ubuntu Boxing, Ermelo Boxing and Ermelo Tennis. The sports heroes were able to interact with the community through couching clinics.


To put a cherry on top, the Speaker of the Mpumalanga Provincial Legislature, through her legacy projects donated an amount of R100 000 to Phumelela After Care-a Centre dealing with people who are infected and affected by the scourge of the virus in Wesselton, Ermelo.

The DA saddened by the tragic death of a learner at Makhosonke High School in Moloto who, according to DA sources, was killed at school by rival gang members.

There have been numerous reports in recent months of extreme violence in schools where teachers and other learners are left fearing for their lives.

It is extremely concerning that schools in Mpumalanga are fast becoming hubs for serious crimes, bullying, drug and substance abuse with seemingly, no intervention from the department of Education.   

In the 2014/15 second quarter progress report under the programme of school safety, the department states that no progress has made in installing alarm systems at eight schools or in procuring drug testing devices for 100 schools.

The department must review its low target of only supplying 100 schools a year with drug testing units because this effectively means that it will take 18 years for all 1 800 schools in the province to receive a drug testing unit.

In August this year, the Executive Council approved the provincial integrated school safety plan which is an integrated approach by the different departments to deal with the safety of learners in school.

This plan sought to ensure that schools provided with metal detectors, learners are empowered on drug prevention and that schools are fenced off.

The DA strongly urges Education MEC, Reginah Mhaule to prioritise the implementation of the integrated school safety plan because as it stands, there is no real measure in place to ensure that learners are safe at school.


All children deserve to be educated in a safe environment that enables them to be the best that they can be. The DA will continue its plight to ensure that learners protected from all forms of violence at schools so they can focus on their education.

As the start of the annual 16 Days against Gender Violence Campaign draws nearer, the DA welcomes the landmark sentence in the human trafficking case against wealthy White River businessman, Lloyd Mabuza and his co-accused Violet Chauke.

Lloyd Mabuza and Violet Chauke, were sentenced to eight life-terms for the trafficking and rape of five minors. The Mozambican girls, aged between 10 and 16, were smuggled into the country under false promises of education and a better life, and held captive as Mabuza’s sex slaves in a remote lumberjack village for three years.

The hefty sentence believed to be the heaviest sentence ever handed down for human trafficking in South Africa and serves to affirm that that gender-based violence is a human rights violation and it not be tolerated and that such actions must be condemned by the whole of society.

Even though the sentence will never take away the trauma experienced by the girls, the DA is pleased that the justice system is taking a firm stance against the scourge of child trafficking in South Africa.

The reality faced by women and children is dire. A woman raped every sixty seconds, with the perpetrator often known to the victim. To this end, the DA Women’s Network (DAWN) will be leading the DA’s support of the 16 days of activism campaign. Our theme this year is “Blow the whistle on abuse”


The sentencing of Mabuza and his co-accused sends out a strong message that trafficking and gender-based violence no longer tolerated and that such actions will not go unpunished.

Industrialisation is a major part of the African developmental agenda and an important vehicle to achieving the creation of one-hundred black industrialists programme in the next coming five-years.

The Director-General (DG) of the department of Trade and Industry, Mr Lionel October said that.

 October was speaking at a Black Business Council (BBC) roundtable discussion on government’s one-hundred Black Industrialists Development Programme in Sandton.   

According to October, government saw the need for the development of one-hundred large black-owned and managed companies within the next coming five years as a way of moving away from the colonial history of being a dependent economy that relies mostly on imports.

“The agenda for this programme must be led and driven by black industrialists; by black business and by the Black Business Council (BBC). It is through your involvement that we can determine how best to formalise and institutionalise this programme. The aim is to create a hundred large black owned and managed companies within a period of five years. There is a matter of urgency; there is a matter of immediate implementation but there’s also a question of immediately using the opportunities that the economy offers us at the present moment,” said October.
           
On defining what the one-hundred black Industrialists development programme meant, October saidwe are talking about the integration and merger of two major programmes of both the Department of Trade and Industry (the dti) and government. The first is the industrialisation programme through the Industrial Policy Action Plan (IPAP) and the second programme is the Black Economic Empowerment Programme. We want to merge these programmes under the Black Industrialists Programme,” he stated.

He added that government will be implementing the programme through the use of joint ventures by collaborating with foreign partners.

“We will finally come up with a concrete programme and create a few institutional arrangements. One is in finance. We are working on a programme of creating a syndicated relationship where we want to get in one structure the Industrial Development Corporation, the National Empowerment Fund, the Public Investment Corporation and the Development Bank of Southern Africa as the major financiers. They should have a syndicated relationship where we can see them working as one vehicle,” he elaborated.

The Director-General concluded by announcing that the dti was working on creating a dedicated incentive for black industrialists.


 “We are in the final stages of creating these incentives and we will make pronouncements as soon as it has been approved,” he said.

The Federal Minister for Foreign Affairs in the Federal Republic of Germany Dr Frank-Walter Steinmeier affirmed Germany’s commitment to support South Africa in growing its economy. He was speaking at the South Africa-German Business Conference held as part of the 8th session of the South Africa-Germany Bi-National Commission in Sandton today.

According to Dr Steinmeier the bilateral cooperation between the two countries has grown over the years and still many German businesses were interested in establishing themselves in this country and in partnering with South African businesses.

“This visit is part of our review of the foreign policy and the refreshing of our relations with South Africa. The National Development Plan (NDP) developed by this country provides an excellent analysis and the implementation thereof can move this country forward,” he said.

Dr Steinmeier applauded South Africa for establishing the Ministry of Small Business Development and said it was the Small, Medium and Micro Enterprises (SMMEs) that would make a meaningful contribution to the economy. He added that most of the members of the delegation accompanying him were SMMEs from Germany and were keen to participate in the economy.

The MEC for Economic, Environment, Agriculture and Rural Development in Gauteng, Mr Lebogang Maile said Germany was a significant trade partner to South Africa and that the country appreciated the role played by the German SMMEs in the South African economy. He highlighted that more cooperation needed in areas like manufacturing and mineral beneficiation.

“We want to modernise our economy and need the resources and ideas that German companies possess,” said Maile.

He added that intra-Africa trade was encouraged by South Africa for the next few years and this driven by the quest for Africa’s revolution of industrialisation.

Mr Yunus Hoosen who is the Acting Deputy Director-General of Trade and Investment South Africa at the Department of Trade and Industry (the dti) encouraged potential German investors to set up in South Africa. He informed the delegates of the opportunities available for them and the incentives provided by government for investors especially those who set up in the Special Economic Zones (SEZs).


During a panel discussion on cooperation in infrastructure Mr Hoosen encouraged German companies to partner South African entities to access infrastructure opportunities in South Africa and Africa.

The DA would like to expresses its heartfelt condolences to the families of the seven victims who tragically lost their lives in the horrific accident that happened at a T-junction on a road between Waverly and the Oshoek border post into Swaziland around 6.30am on Thursday morning.

According to reports, a truck that was using the road and an open light delivery bakkie (without a canopy) failed to stop at the stop sign at the T-junction and they collided. Six of those killed were from the bakkie, including the driver. The truck hit on the side and the driver of the truck was not injured.

Eight others seriously injured, while a ninth person sustained minor injuries and  taken to a hospital in Elukwatini for treatment.

The DA in Mpumalanga is extremely concerned as incidents of this kind have become synonymous with our province, and if left unattended, will not be the last. The loss of a loved one, particularly a family ‘bread winner’ is devastating to say the least.

According to Regulation 247 of the National Road Traffic Act 1996 (Act No. 93 of 1996), people be transported in a goods vehicle (bakkie or truck) that does not have a canopy only under the following conditions:
·         The vehicle is enclosed to a height of at-least 350 millimetres above the surface upon which such person is seated; or at-least 900 millimetres above the surface on which such person is standing.
·         the vehicle must be roadworthy and not overloaded.
·         No person be transported in the same compartment as goods or tools unless a partition is made. 

The big question is what are we, and in particular government going to do about it. Incident after incident MEC for Safety and Security, Vusi Shongwe make bold public announcements that the cases are to investigated, but little ever happens and certainly nothing being done about this dangerous practice.


Government has a non-negotiable responsibility to take proactive steps to end the carnage on our provinces roads.
