DA MPUMALANGA WORRY ABOUT INEXPERIENCED CABINET

DA leader Anthony Benardie together  with his cabinet worry about the provincial cabinet as appointed by Mpumalanga premier DD Mabuza, and is exceptionally concerned over his choice of certain individuals who clearly been rewarded for their political loyalties, and not their governance skills or experience.

“We welcome the premier’s decision to split the departments of health and social development into two portfolios, as both present their own unique challenges, and require their respective MECs’ undivided attention.

“We further welcome the merger of the departments of finance and economic development, as efficient government spending on all levels would act as a driver of economic growth and job creation.” Anthony Benardie said.

Benardie told Bvunzamutupo News that certain departmental changes may bode well for Mpumalanga’s people, the DA is highly concerned over the premier’s choice of MECs to take charge of their respective portfolios.
 DA has a benefit of doubt on some of the portfolios. Here is how DA analyses the following portfolios.
·         Community safety, security and liaison: MEC Vusi Shongwe returns to serve a second term in a time when crime threatens to spiral out of control. While we welcome the continuity created by his reappointment, the DA will keep a close eye on his ability to safeguard Mpumalanga’s rural areas and improving road safety.

·         Education: The DA welcomes the return of Reginah Mhaule to this critically important portfolio. She is aware of the many challenges and concerns that beset education in Mpumalanga. We believe that the MEC has much to improve upon her past term, but that she brings continuity to a department that regularly finds itself in crisis. The DA will maintain our intensive oversight of the MEC and this portfolio.

·         Finance, economic development and tourism: As previously mentioned the DA welcomes the decision to merge the two departments. MEC Eric Kholwane will have to prove himself, especially in tightening up government’s almost unchecked spending and providing the necessary financial support to municipalities. His immediate task will be to bring stability to the chaotic state of affairs at the Mpumalanga Economic Growth Agency (MEGA) and Mpumalanga Tourism and Parks Agency (MTPA).

  D DA concerned about the appointment of MEC Gillion Mashego to this critically important portfolio is probably the most shocking and terrifying decision.
“Mpumalanga’s health care system is in a deep state of crisis, and requires strong, experienced and capable leadership. Deeply loyal to Mabuza, MEC Mashego has no experience in public office or the health sector. Implicated in tender irregularities during the Pilgrim’s Rest flawed tender process, his appointment is more than likely a move by Mabuza to pacify a deeply divided Bohlabela region of the ANC,” said Benardie.

·         Human settlement: Yet another department desperately in need of strong and capable leadership is saddled with an MEC who should not be in Cabinet. MEC Violet Siwela has been put in charge of a department far behind on its delivery targets, and the DA fears that under her leadership the housing crisis in Mpumalanga will never be solved. Like MEC Mashego, the decision to keep her in Cabinet is most probably to keep tight control over the Bohlabelo region of the ANC.

·         Agriculture, rural development, land affairs and environmental services: MEC Andries Gamede has his work cut out for him to bring stability to the agricultural sector and ensure food security. While he has slowly built up his experience in government, he has to take firm control of this department and build sound relations with formal agricultural unions. He must prioritise the capacitation of emerging farmers and eliminate the vast land reform corruption that ravages this department. While being a Mabuza loyalist, the former human settlements MEC failed to improve the housing crisis in the province.  

·         Cooperative governance and traditional affairs: Newly appointed MEC Refilwe Mtsweni lacks the skill or strength of character to manage a complex portfolio. Municipal governance across Mpumalanga’s municipalities is the weakest it has ever been, with almost every municipality in a state of financial crisis. With the 2016 local government elections looming, and people increasingly resorting to violent protests over the lack of service delivery, MEC Mtsweni does not have the political backbone to provide strong leadership to a critical part of government’s service delivery programme. The DA will closely monitor this department as municipalities plunge from one crisis to the next.

·         Public works, roads and transport: MEC Dumisile Nhlengethwa brings with her a wealth of parliamentary experience where she has served since 1999. Hopefully she will put all this experience to work and clean up a department rife with corruption and missed delivery targets.

·         Social development: MEC Nomsa Mtsweni brings with her many years of experience in the Legislature. A former MEC she has the ability to rescue a department beset by maladministration and poor management. How she deals with the department’s ability to keep NGOs and NPOs afloat will be a true test of her ability, provided she is allowed to do so.

·         Culture, sport and recreation: MEC Norah Mahlangu’s appointment is neither here nor there. A former councillor in the Thembisile Hani local municipality with absolutely no track record of leadership or governance experience, this position clearly stems from her loyalty to the premier. This portfolio has never been a priority of government, as the development of sport and cultural diversity and development hardly ever been promoted. Hopefully MEC Mahlangu will be the fresh breeze this department so sorely needs.

DA says Mpumalanga is in its deepest time of need, and as predicted earlier, the province’s darkest days lie ahead. While strong leadership skills across all departments needed, this Cabinet only described as a collection of yes-men and women, whose sole task is to tighten the grip of power and influence premier Mabuza so desperately seeks.

WESTERN CAPE WINE AND ROOIBOS PRODUCER OFF TO SOUTH AMERICA

The owner of Blue Africa Trading which produces wine and rooibos products from the Western Cape will get an opportunity to travel to Peru and Chile to explore those markets. Mr Charl Rudman, who hails from Stellenbosch, will be part of the 27-member business delegation which will participate in the Outward Trade and Investment Mission (OTIM) to the South American countries, taking place from 2-6 June 2014.

The mission is part of the Department of Trade and Industry’s (the dti) strategy to expose and provide market access to emerging exporters in other countries in order to increase trade between South Africa and international countries.

“I am very excited to have been selected to be part of this mission as I believe it will open a lot of doors for our company in the South American market. The market for rooibos is growing worldwide as it is generally a new product that is mostly unknown in other countries,” said Rudman.

He added that he will be marketing a new product for the first time in Peru which is rooibos wine.


Rudman, who also produces high quality tea for the hospitality industry, rooibos tea for premium and private labels said he is looking forward to meet tea importers, coffee chain shop and also retail chains who might be interested in importing his products.

“I am very grateful to the dti for this opportunity because it has been through these kinds of missions that we have been able to introduce our products to other markets in the world such in the Middle East where we are already seeing results,” he exclaimed.

The business delegation assisted through the dti’s Export Marketing and Investment Assistance Scheme (EMIA).

The Department of Trade and Industry (the dti) is searching for innovative businesswomen who are taking advantage of technology in order to increase the competitiveness and sustainability of their businesses, to enter for the 2014 edition of the prestigious Technology for Women in Business (TWIB) Awards.  

According to the Head of the Gender and Women Empowerment at the dti, Ms Nomvula Makgotlho, the TWIB Awards meant to reward businesswomen who are making a significant impact in various sectors of the economy through the application of technology to create a competitive edge for their businesses.

“TWIB is one of the programmes of the dti that plays a crucial role in supporting and promoting women entrepreneurs to utilise technology to advance their businesses. The programme was designed to help women entrepreneurs access the applied science and technology required to catapult their businesses into the big league and assist them to harness technology so that they can move from the sidelines to the mainstream of the economy,” says Makgotlho.

“The awards are open to micro/emerging, small and medium enterprises and co-operatives. The enterprises or co-operatives must be owned by South African citizens, 51% owned by women, profit-making, and existing and operating for the past three years,” adds Makgotlho.

Prizes range from Information and Communication Technology (ICT) business solutions to hard and software products, as well as entrepreneurial business support. Businesswomen interested in entering for the awards have until the end of June 2014 to do so. Category and overall winners announced at a gala dinner which hosted by the dti in Mpumalanga in October.

COMPANIES ARE INVITED TO PARTICIPATE IN A TRADE AND INVESTMENT MISSION TO GHANA AND BENIN

The Department of Trade and Industry, (the dti) invites companies to apply to participate in a Trade and Investment Mission to Ghana and Benin from 18–29 August 2014.

The Minister of Trade and Industry, Dr Rob Davies says the objective of this mission is to increase trade and investment among South Africa, Ghana and Benin.

“This Mission is an ideal platform for South African companies who would like to export value added products and services and for companies who are looking for investment opportunities and joint venture partnerships in the West Africa region. Sectors targeted for the mission are Agro-processing; Infrastructure (rail, road and telecoms); Built environment professionals (consulting engineers, civil engineering contractors, quantity surveying and architects); Energy (Oil, Gas and renewable energy); Mining and Capital Equipment; and  Electro technical (electronics, electrical engineers, ICT and Power),”  said Minister Davies.

Davies added that companies selected in line with the dti’s Export Marketing and Investment Assistance Scheme (EMIA) requirements. 

The approved companies will get a subsistence allowance of R2, 300 per day; and an economy class return airfare to a maximum of R17, 000.

 Companies that are not eligible for EMIA funding are welcome to participate in this mission at their own expense. 

All companies applying for EMIA funding for this mission need to complete and submit the EMIA application form as well as a one page profile

At the gala dinner at WISA the winner announced of the Wetskills Challenge South Africa 2014. The winning team was team no. 3: businesswise training and development and delivery. Four young water professionals climbed the stage to collect their award:  Erin Parenzee who delivered the pitch, Nthabiseng Masehla, Mashudu Tharanga all from South Africa and Maarten van der Meer from the Netherlands

Earlier on Tuesday 27 May the young water professionals presented their innovative concepts and plans at the WISA conference in Mbombela Stadium. Nearly 20 students from the Netherlands, Mozambique and South Africa had been working on different case studies since 19 May when they started their Wetskills Challenge South Africa with a brain hurricane on four specific water issues in Southern Africa.

All the participants divided into four teams and challenged to come up with out-of-the-box solutions. Their young minds tapped into to come up with innovative ideas on:

Winning Case no. 3: Businesswise training development and delivery
Vocational training can bridge the gap between academic training and the responsibilities ‘on-the-job’. Several Dutch initiatives in South Africa focus on capacity development. However, these projects mainly based on Dutch funding resources. If training is important in South Africa, it has an added value. This value translated into money. World Water Academy in the Netherlands would like the Young Water Professionals to make a business model for development and delivery of practical training. Key element should be the self-supportiveness of the model.

Waterskills Water Challenge is a program under the umbrella of Human Capital Water & Delta Program and is organised by Netherlands Water Partnership (NWP), in cooperation with Royal Netherlands Water Network and other partners within the water sector.

MEC FOR COGTA IN MPUMALANGA URGES COMMUNITIES TO PREVENT VELD FIRES

MEC for Co-operative Governance and Traditional Affairs (COGTA) in Mpumalanga, Hon. Simon Skhosana urges communities to prevent the causes of veld fire. The May and August months considered a high risk period for the spread of veld fires during the winter season. "We urge communities especially in the informal settlements to take precautionary measures against the spread of veld fires", says Mr Skhosana.

Mpumalanga is prone to veld fires. COGTA has embarked on an awareness campaign to educate communities about the dangers of fires. Mr Skhosana has advised people not to throw away burning cigarettes stubs in the open as this may cause veld fires. Mr Skhosana issued the following precautionary measures to prevent potential fires:

·    Do not throw away burning cigarette stubs in the open veld
·    Keep matches and lighters out of children’s reach
·    Do not leave open fires (imbawula) unattended, especially indoors
·    Do not put candles where they have a high chance of falling over, instead cut candles in half and place them in candles holders
·    Never leave paraffin appliances unattended and always put them in flat firm surfaces
·    Do not leave children unattended to where there are open fires and/or candles

Mr Skhosana urged communities to contact the department’s Disaster Management toll free number in case of emergencies. The number is: 0800 202 507.

Mpumalanga Premier’s Inauguration

The inauguration of the Mpumalanga Premier-elect David Mabuza scheduled for this week and will take place at the seat of the provincial government at the precinct of the Riverside Government Complex.

At least more than 5000 people expected to attend the event, the general public be transported from all three regions of the province, and guests will vary from the political parties, business, traditional and religious leaders, ministers, members of parliament and members of the provincial legislature.

The inauguration ceremony will be presided over by Deputy Judge President Aubrey Ledwaba. The procession will begin with the South African Police Service Brass Band marshalling the Premier-elect to a 5000-seater marquee where he will take a salute before he takes his much-awaited oath. After his swearing-in, the SAPS Brass Band will lead with the singing of the National Anthem.

The provincial legislature has been prepared as an overflow venue for the event where more than 300 people would conveniently follow proceedings live on big screens. The media urged to arrive for accreditation and to be ushered to its designated area. Communicate further communiqué on the announcement of the executive council in due course.

60 motorists bust for traffic violations in Mpumalanga

Mpumalanga Department of Community Safety, Security and Liaison traffic officers have arrested at least 60 motorists for various traffic offenses between 19 and 25 May 2014 during various operations that took place across the province.
The traffic offenses include overloading, speeding and drunk driving.
Most of these motorists who were arrested failed to pay traffic fines. Some of them failed to appear in court on the dates of trial to account for their offenses.
The traffic officers also issued 5095 fines for various traffic offenses. 315 vehicles also impounded while 179 discontinued as they were not road worthy. From these figures there were nine mini buses that were discontinued for being un-roadworthy. The operations saw 58836 vehicles being stopped and checked. This is part of improving road safety and reducing crime.
Head of Department Mr William Mthombothi applauded the traffic officials and the police for the role that they continue to play in ensuring that bad driving is prevented and the roads are safer.
He calls on community members not to turn a blind eye when they experience reckless driving or are witnessing crime in their areas.

“We need to continue working together in order to reduce fatalities on all our roads in the Province. It is our responsibility as a department to enhance road safety at all times. We can only achieve this through fighting against bad driver behavior and non-compliance.

We cannot succeed on our own; we need communities to work with us by among others reporting crime, bad driving and spread road safety messages.

“Road users are warned to obey traffic regulations on our roads to ensure that there is a     reduction of crashes in the province,” Mthombothi concluded

SUSPECT GUNNED DOWN, OTHER SOUGHT BY POLICE
Pienaar – A shoot-out between police and five men ensued during a robbery on 21 May 2014, which resulted in one of the suspects being shot and killed.
The incident occurred when police responded to a complaint of business robbery in progress at a tuck shop in Gedlembane area in Pienaar near Nelspruit. When the police approached the tuck shop, they came across five men who opened fire at them and they were compelled to retaliate. As a result, one suspect in his 20s fatally wounded and the other four managed to flee the scene with undisclosed amount of cash, airtime vouchers and cigarettes.
A loaded 9mm pistol recovered from the deceased and it sent for ballistic testing to determine if it had used in the commission of any crime.
A manhunt for the remaining suspects has been launched and the police urge any person with information that could lead to their arrest to contact Captain Thuli Langa 013 794 940
