Scholar transport chaos in Mkhondo


         
Nearly 200 learners from Mkhondo local municipality, in Piet Retief, cannot go to school because the Mpumalanga department of education has cancelled their scholar transport.

In consultation with some parents at the Ajax Settlement in Mkhondo, the Democratic Alliance (DA) has noted that buses that provide transport for learners to Mlilo Primary School and Kemp Siding Combined School were cancelled last week, without any notice to parents.

Prior to this cancellation, there were three busses running and now there are none. This has left about 180 learners without transport to get to the schools. The parents were not informed of this in advance and as a result they have not had an opportunity to make alternative arrangements.

The circuit manager of Mkhondo, Mr Bheki Mvalose, stated that the reason the transport was stopped was due to the fact that a closer school for the children to attend has been made available. He insists that the information was given to the principals, but confirms that this was not communicated to the parents.

The closest school to Ajax settlement is Kemp Siding Combined School. The parents were told that this school was full; as a result all the learners who were previously bussed are now without a school to attend.

 DA told Bvunza Mutupo News that it will write a letter to the office of MEC Reginah Mhaule and request the MEC to investigate this matter.
“We want the MEC to also ensure that appropriate remedies are provided for these learners. Education is an important component for all our children because it unlocks opportunities.” Anthony Bernardie said.

Hendrina - The South African Police Service in Mpumalanga is appealing to parents and guardians to look after their children during rainy season.

 There has been a discovery of two bodies of young girls aged seven and 12 in a dam at Kwazamokuhle Township near Hendrina.

The girls had reported missing on Sunday 1 February 2015. Police launched an intensive search for them and followed all possible leads.

Information at police disposal revealed that another child went to the parental home of one of the missing girls and asked whether she was back from the dam where they had been playing.
The police argued parents not to leave the children walk close to the dams and rivers alone.
The information conveyed to the police who then went to the mentioned place for a search. Upon arrival at the dam, the two lifeless naked bodies of the girls were found floating with their clothes next to the dam.

Communities urged to discourage their children from playing in the flooded dams and rivers. They further urged to monitor their children’s whereabouts at all times.

DA welcomes appointment of Gen. Mark Dumisa Magadlela as police commissioner



The DA welcomes the newly appointed Mpumalanga police commissioner, Lieutenant General Mark Dumisa Magadlela.

National police commissioner, Riah Phiyega, announced the appointment of Magadlela this past weekend - as a replacement to General Thulani Ntobela whose contract not extended when it expired late last year.

The DA wishes Magadlela all the luck in his new job. He has some big shoes to fill after the departure of General Ntobela. Ntobela focused on fighting crime within the province. Under General Ntobela Mpumalanga saw a decrease in the majority of crime categories during his tenure.

The new commissioner faces tough challenges ahead if you take into consideration that Mpumalanga has high murder rate particularly in the areas of Secunda, Barberton and Witbank. The province also has some serious problems relating to drugs, nyaope in particular.

The DA hopes that commissioner Magadlela will give specific attention to the challenges associated with drugs and drug dealing in our Province; as the people who are addicted to these drugs are terrorising their families and the community at large. There is some work done already but there is a desperate need to enhance these efforts.

Lieutenant General Mark Dumisa Magadlela was previously the Eastern Cape’s Deputy Provincial Commissioner for Crime Detection.

He is a career policeman and an admitted Advocate of the High Court who started his career with the police in 1981 and rose through the ranks. He graduated from the University of Transkei with a BA in Police Science, BA Honours in Criminology, LLB from the University of Fort Hare. He is currently studying towards a Master’s Degree in Philosophy.

FIFTEEN LIVES CLAIMED BY ROAD ACCIDENT IN THREE DAYS
Mec Vusi Shomgwe worried about the loss of fifteen lives in the Nkangala region in three days over the weekend.

Mpumalanga Community Safety, Security and Liaison MEC Vusi Shongwe called on drivers to be more cautious when it is raining or misty on the roads.

This comes after the Nkangala Region in the province recorded fifteen fatalities on crashes in three days [between 30 January and 01 February 2015] which were mostly caused by the rainy weather condition experienced over the weekend

The crashes include among others a crash that occurred on Friday [30 January 2014] at 18h00 when a combi which was travelling from Johannesburg to Witbank on the N12 Road overturned after a tyre burst and killed two passengers. Seven passengers sustained severe injuries.

In the early morning of Saturday 31 January 2015 at about 01h30 two occupants of a sedan were killed after the vehicle that they were pushing off the road collided with an oncoming vehicle on the R573 Road (Moloto Road).
On the same day, in Delmas towards Emalahleni, a Toyota Tazz sedan overturned on N12 Road after a tyre burst at about 20h00. The driver of the vehicle and a passenger died on the spot while two other passengers sustained serious injuries. They were taken to Delmas Hospital.

In Emalahleni towards Kriel on the R544 Road another crash occurred when a sedan hit a guardrail at about 20h50. Two passengers died on the spot and one passenger was seriously injured and taken to Witbank Hospital.

On Sunday [01 February 2015], a crash occurred on R555 in Middelburg at about 17h00 when a Nissan LDV lost control and collided with a trailer that disconnected from an oncoming sedan and also hit another LDV that lost control due to the impact. Two passengers including a child died on the scene.

Another accident occurred on the same night on the R573 Road in Kwamhlanga at about 20h30 after an LDV which was travelling towards Kwamhlanga collided with another LDV from the opposite direction. One person was killed instantly on the spot while one was seriously injured and rushed to Kwamhlanga Hospital.

“The statistics show that we must pay more attention on these most problematic routes as they continue to register a lot of crashes in our province.

“Each and every road user must become a road safety ambassador to ensure safe driving and report bad driving to law enforcement authorities. Road Safety is everybody’s business, let us work together to fight road carnage,” said Shongwe.

Mpumalanga Premier david Mabusa cleared the air and showed his mission.
Premier David Mabuza has described the accusations against him that he was behind the disruption of a memorial lecture in Kanyamazane on Sunday as a “concerted effort” by his detractors to derail him from the strategic leadership task at hand.

Addressing a press conference in Mbombela on Thursday, 29 January 2015, Premier Mabuza said there were people who were planning his downfall; those people were hell-bend to become the leaders of the ANC and to become the premiers of the province.

“Ever since I ascended to this position as Premier of the province, there were a string of allegations against me. I was called a corrupt person, called killer and I am called a spy.

“For me to be the provincial ANC Chairperson I was not just dropped from heaven, I have worked hard through the ranks of the government and of the ANC, but because I am ANC Chairperson and I am Premier, today I am called with names.

“The moment I ascended as Chairperson of the ANC and Premier, the first thing that happened, there was fire in this province. There was smoke; there were service delivery protests all over. We investigated and made our conclusion.

“This is a concerted effort of people who have got an uncontrollable desire to the lead the ANC and I am clear in my mind that all these things that are said about me, they are not said because these people hate me, these people are all hell bend to lead the ANC that I am also leading and to be premiers of the province,” said Mabuza.

He added that the ANC was no longer fighting for liberation since it was already in power; however access to power was in question. People were fighting for positions.

“A group of people that are a common denominator are known, even the person who called me a spy this time came out, and this is a blessing because all along everything was happening under the carpet.

“This time I am prepared to take this matter to the final end, to clean the province from this string of lies, and people meeting in darkness planning my downfall. I am not here by a mistake, I was chosen by the people and I am going to focus,” said Mabuza.

He explained that there was no problem between the ANC and the SACP in Mpumalanga, but the problem was about Mr Bonakele Majuba within the SACP.

“Every time he opens his mouth, he would insult me. He has called me a corrupt person, a killer and a spy. I am trying to establish this leader of the SACP, some of the things he is doing are personal, he hates with passion. I have refused to be drawn into that because I have a responsibility to lead the people.

“Hatred can destroy you as a person, it will eat you like cancer, personally I sleep peacefully in the evening because I am able to push aside the things that are irrelevant and focus on what is relevant. This is a group of people that hate me, and I cannot help them, this will develop into a mental disorder,” said Mabuza.
Premier mabuza lashed out at Journalists that receive brown envelopes to tarnish him. He said those journalists wrote bad things about him, but Mabuza remain unshaken.  

“Without really attacking your integrity, some of you [journalists], you meet at night with those people, I have evidence, do not compromise your duty, some of you are in politics yet you are journalists, you always write biased and you cannot be genuine.

“What have I done to you, why this concerted evil and bad heart? You can’t pretend I am naïve and I don’t see what is happening, I am a leader of the province, I know every detail, but to keep the province united, I have to contain certain things. My call is that let us be honest in our actions and build this country together,” said Mabuza.

He has again urged those with information about the “so called political killings” to come forward and present it to the police in order for this matter to find recourse.

With regards to the spy allegations, the Premier reiterated that he had written to the Minister of State Security to investigate, wrote to the officials of the ANC asking the President to institute the commission of enquiry and that he had opened a criminal case against Mr. Phosa.

“The way I understand and respect comrade Phosa, I think I should have been the first person to be asked about the document. This person used to be my brother, he is my father, he brought me up, but what is happening right now is very strange,” said Mabuza.

A member of the opposition part in the Province who didn’t want his name be used told Bvunza Mutupo that ANC instability give opposition parties a good platform.

“ANC must put its house in order; those are some of the weaknesses identified by us members of the oppositions. This is high time the ruling party should focus, not to keep on attacking one another,” he said.

Nkomazi fails to spend millions of Municipal Infrastructure Grant while residents are without water



DA says due to lack of capacity and mismanagement of funds by ANC officials, communities around rural Nkomazi municipality are living under appalling conditions as millions of rands allocated to the municipality via the Municipal Infrastructure Grant (MIG), has been surrendered to treasury, due to under spending.

In August and October last year, communities of Mzinti, Tonga and Block A, B and C in the ANC run Nkomazi municipality, went on a rampage and barricaded roads with burning tyres and rocks - in protest of lack of basic amenities like water, electricity, housing and sanitation.

In a council meeting on January 23 2015, three months after the protests, the municipality released a report which shows that they failed to spend R45 million which was allocated as MIG funds. This money had returned to national treasury.

While the Democratic Alliance (DA) does not support violent service delivery protests, it leaves much desired as to why the municipality always fails to use its allocated IMG’s when people are living in these appalling conditions.

This money used to extend or maintain the infrastructure for the provision of basic services such as water; electricity and sanitation in the areas were the Nkomazi protests took place.

It goes beyond comprehension, how the ANC can continue to mislead the public of Nkomazi by claiming cash shortages and budget pressures as reasons for non-delivery and development, when over R45 million in grants had to be returned to national treasury.

Conditional MIG’s provide crucial funds for local governments to finance infrastructure development with a focus on the poor.

It is a disgrace that thousands of our people in Nkomazi continue to live in shacks without water, electricity or flushing toilets, while over R45 million of the MIG was not spent by the municipality.

In 2009/10 a total of 272 municipalities in South Africa were assigned R8.739 billion in municipal infrastructure grants, of which only R6.575 billion or 75% was spent.  In 12 of the 13 municipalities run by the DA at the time, including Midvaal, 100% of MIG allocations were spent. In contrast, only 34% of non-DA municipalities spent their full allotment.


“The reality is that people get the government they vote for. Voters can choose between a DA-led governments with a proven track record of delivery, or they can settle for an ANC government unwilling and unable to deliver on its election promises,”” says Anthony Bernardie.
